First an apartment, then build a house?

Well, in the Emsland or somewhere like that, it could indeed be possible. The simple 1.5-story construction and the somewhat lower labor costs do make a difference there. Land in decent areas starts at 15€/m2 developed, so it is a manageable cost factor.

You don't necessarily have to sell the apartment. If I were in your situation, I would choose a long loan term and the minimum repayment. If you realize your plans in 5-6 years, simply rent out the apartment and deduct the interest. Since you have chosen a low repayment rate, enough equity should have been accumulated to have a good basis for the new construction.

A good condominium in the Stuttgart area should always be well rented. If the plans to move don't work out, you can still repay the construction financing with the equity after 10.5 years and/or build in Stuttgart.

The job situation is an argument; you will certainly be better able to assess whether the same earning opportunities exist in the North.

Please note that this experience has to be quite recent to still be valid, we also fell for it. Everything older than two years can look completely different now. Here in the area, the price per square meter has simply doubled in the last three years. In addition, many construction companies have increased the base prices of houses from 2015 to 2016 by 10-20k€.

We are currently building for approximately €330,000 including everything ([Grundstück], house, incidental costs, outdoor facilities, garage, purchase incidental costs), but excluding kitchen and furniture. We are building 160 m² (2 full floors) + large double garage on a 632 m² plot. I would say with "medium equipment," that is underfloor heating, air-to-water heat pump, controlled residential ventilation, two walk-in showers, electric shutters everywhere or partially electric venetian blinds, etc... With some own contributions (drywall, floors, painting, outdoor facilities, otherwise everything by companies). In RLP, rural region, so no idea if it is comparable to Lower Saxony. But depending on the region, building in this price range is quite possible!

But you first have to manage that and want it. And whether the price in the end (when you live in it) really is like that... remains to be seen.
