That is unfortunately not correct either. Sparkassen and cooperatives also refinance (negatively) externally. I work at one of these "refinanciers".

Real refinancing? Unusual. Brokered loans (e.g., in one's own name on behalf of others) sure.
I manage approximately 150 banks in this sector and know almost every board member in NRW. Therefore, I am surprised by your statement – except for a few large institutions.

I implemented this strictly for the first institutions on the asset side in November. Unfortunately, the savings banks are dragging their feet here... But some commercial banks still have even bigger problems.

I cannot confirm that. Large institutions have been dealing with negative interest rates for a very long time. The interbank business, but also, for example, municipal transactions. Half of NRW still receives interest for borrowing money.
