Yes, that's exactly how it is. The calculation basis according to a standard per built-up room is legitimate. Be glad that you can build so "affordably". Furthermore, an objection would be unpragmatic - you will still have enough to arrange and decide on, so you don't need a "front" at every corner.

Building cheaply is something everyone has in their own hands. I just find it quite cheeky how the state reaches out its hand when it comes to building.

The "state" does not hold out its hand; the municipality charges a fee. Since not everyone is privileged to be able to build or wants to build, it is completely fair that the resulting administrative and infrastructure costs are not entirely passed on to the general public, but that the builder bears part of them. Regarding the amount of the fees, I assume more of a cost recovery than a profit for the municipality. Or more clearly: It would be cheeky if a taxpayer whose income is not enough to build a house had to co-finance your building application through their taxes.
