The heating engineer should preferably make his offer only after the heating load calculation is available. The heating load calculation should take into account your desired temperatures. Also consider the room-specific heating load calculation; the underfloor heating should be designed accordingly. Define a possible low maximum flow temperature for NAT, ideally well below 35°C flow temperature at NAT. Designing the heating system based on the Energy Saving Ordinance calculation is nonsense.

The question of the TE is, however, who does that?

The energy consultant does not offer it anyway. You can commission the heating installer, who usually has it done by his manufacturer companies. Or you can outsource it independently, which also works online. The only important thing is the desired temperature and the specified maximum flow temperature for the correct calculation of the underfloor heating. If you do a bit of reading, you can also do it yourself. There is a free Excel sheet for this. Then you just have to convince the heating installer to implement it that way. That’s how I did it after I saw the catastrophic calculation that my heating installer received from his underfloor heating supplier. I have not regretted it so far.

And who is doing the access points? That’s the question, so you don’t end up paying twice. A word about the house would also not be bad €4700 for energetic detailed planning: From this one would conclude that you are building a very special house with projections, supports, cantilevered upper floor and integrated underground garage, where you really have to think about it.

what is Accesspoint? Architect did everything for free because very good friends with in-laws House is a square 181 sqm house with garage. No balcony, no recesses, no underground garage or basement. 12mx11m with an adjacent garage with a slightly sloped shed roof. what does NAT mean? But you don't necessarily have to have an energy saving ordinance certificate because it was newly built? The heating load calculation was supposed to be done by the heating engineer based on the energy saving ordinance as far as I understood

NAT is the standard outside temperature (related to the construction site)
