Start heating your apartment properly, as your landlord is allowed to demand - you have a duty of care.

Why don't you hang the towels over an existing, switched-on heater?
Why don't you put them in the dryer?
An additional electric heater is the most expensive thing you can do. Purchase and operation cost money, it has to be on for 20-30 minutes to get properly warm.

It all seems pretty contrived.
You might as well push the car to work to save gas. Absurd.

Are the towels really not drying? I have now lived in several apartments with bathrooms of different sizes and have never had this problem. The towel is never so wet after drying that it doesn't dry within 24 hours, right?

I heat sufficiently and adequately. So please all stop with this "social" and "duty" nonsense.
And drying two towels daily in the dryer is certainly not more sensible than getting a towel radiator, which also warms the room a bit.

The towels are still quite damp the next morning. Not wet, but damp. And if they dry very slowly, they quickly start to smell musty.
So they do dry, but it takes too long to avoid odor formation.

I know that from the wet washcloths when my child is bathed. Afterwards, it also smells musty.

My solution looks like this:

Think about why the towels are not drying. In every normally heated room with normal humidity, they would dry. That means the room is too humid. Probably because it is not heated enough. Especially since you mention that you shower in the evening and do not heat the bathroom at night. This will lead to building problems sooner or later (even if you do not see them now) and it is not good for your health either. Of course, in the end, it is your choice. But here hardly anyone will be able to share experiences with you, because most people value having some comfort (getting up early to go into an unheated bathroom would certainly be unacceptable for almost no one) and not permanently damaging their building structure.

I can’t reconcile that with:

And anyone who only aims to heat as little as possible without regard for the consequences just has to live with them. Among others, but not exclusively:
- Being accused by me of antisocial behavior
- Being accused by the landlord sooner or later of damaging the rental property
- Having damp, musty towels in the morning

But to answer your question: Yes, an electric HTHK will dry your towels. No, it is very likely not economical or ecological.
