Drainage planning duplex house costs

Hello, Although we have commissioned the architect to prepare the building application documents weeks ago, offers for the drainage planning have only just been obtained. The architect had budgeted 1000€ for this, the first two offers are supposed to cost 4000€ net and 3000€ gross. 1. Is the architect simply allowed to have a 200% discrepancy on such an item? He sent us the invoice of a planning from 2018 from the expensive office (800€), but back then the architect did the planning and the office only "accompanied" it. Now he apparently wants to hand it over completely, and we are supposed to pay for it? 2. Is it common for something like this to be SO expensive? This is crazy??? What are common prices for something like this? (Note that it is purely about the planning).

mEA is (briefly summarized) responsible for drainage planning in service phase 4 of the commissioned architect as part of the standard scope (since mEA is not a special service). However, this is not 100% undisputed; some parties (especially the Gütestelle Honorar- und Vergaberecht (GHV)) consider it a special service, therefore billable separately. Courts still predominantly see it as included in service phase 4. What have you agreed with the architect or contractually arranged?

We still don’t have a contract (I obviously need to follow up more strongly), but the cost breakdown states:
Drainage application architect flat rate €1000

I just paid the invoice from the planning office yesterday (single-family house in the Greater Munich area): approx. 2,800 gross. Whether that’s normal, I don’t know though (it was my first time...)

What kind of cost breakdown is that?

It says "architect" in front and "flat rate" at the end. So why should someone else suddenly do it for double or triple the price?

Right. I have to call again, but our architect can really talk you into things. I wanted to prepare myself for that in advance.
