Where does it say monthly? It says it could look like this. But it must, it is stated like that in the VDE BGI's and in the contract that the builder and electrician conclude with each other.
In theory, the RCD test button should even be pressed daily.
Recurrent tests
The frequency of recurrent tests is based on the specifications in the risk assessment, the scope according to the specifications in VDE 0105-100.
Note:
Setting test intervals could look for example like this:
Daily - pressing the test button of the residual current device by the user
Monthly - metrological testing of the residual current device by a qualified person
Semi-annually - measurement of insulation resistances and inspection of protective conductor connections by a qualified person
Every electrical installation must be tested by a qualified electrician before commissioning, after modification and after repair, as well as at appropriate intervals (§ 5 BGV A3 or § 5 GUV-V A3). The tests must be documented.
Because testing a construction site power distributor serves occupational safety and protection against electrical accidents. The following standards and regulations must be observed for testing construction site power distributors:
[*]VDE 0100-704
[*] VDE 0100-600
[*] VDE 0105-100
[*] BGI 608
[*] VDE 0660-501
