We are currently building in RLP. We only need to notify shortly before the house is completed that the building is finished. No one from the building authority comes to inspect it.
Since 01.01.16, there has been a law in RLP that requires a site manager. § 56a Regional Building Code RLP states:
"The site manager must ensure that the construction measure is carried out in accordance with public building regulations (...)"
This means: Since 2016, the site manager in RLP must check whether all public building regulations are followed and is also liable for this. Therefore, the building authority no longer has to handle this stuff themselves.
However, "your" house was already built in 2014. Unfortunately, I don't know how it was at that time. So I can't really help you. But because of the change in the law, information from builders who are currently building or built in 2016 also doesn't help you.
