I would be interested to know whether a plot of land MUST be built on within a certain period of time, or can one also say: "I have just found a great plot of land, I will buy it now to secure it, but I might only be able to build on it in 3-4 years.

Many municipalities / cities now include a repurchase right for the municipality / city in the notary contract when selling land, provided the land is not developed within a certain period (e.g. 3 years after purchase).

Thus, the municipality / city can repurchase after the period has expired, but is not obliged to do so.

Such a thing rarely (if ever) happens with a private land purchase.
