Development costs - How are they calculated?

Hello,
we are currently planning to buy a plot of land that is still undeveloped. Sewer and water connections are located in the directly adjacent street.
I have now tried to determine the development costs based on the municipality's statute. This states for wastewater and water:
For undeveloped plots, one quarter of the plot area is taken as the floor area.
For wastewater:
The contribution is €1.50 per m² of plot area and €19.00 per m² of floor area.
For water:
The contribution is €1.50 per m² of plot area and €15.00 per m² of floor area.

For approximately 1000 m² I would therefore calculate
1000 * 1.50 = 1,500 * 2 = 3,000.00 €
+ 250 m² * 19 € = 4,750.00 €
+ 250 m² * 15 € = 3,750.00 €
totaling 11,500.00 €
Is this calculated correctly?

There is also a "Beitragssatzung für die Verbesserung und Erneuerung der Wasserversorgungseinrichtung" with €1.00 per m² of plot area and €10.00 per m² of floor area.
So another €3,500 if that also has to be paid.

So if I buy an undeveloped plot I would have to pay about €15,000 less than for a developed plot of the same size. Or am I completely mistaken? Unfortunately, I have no idea.

Addendum: although the total plot is 1500 m² of building area, about 1000 m² is [unentwickelt]. That is why I assume that development costs must be paid for 1,000 m². Is that correct?

Don’t there have to be tenders from the municipality for things like earthworks and road construction? The costs then divided by the number of plots or proportion of square meters? That means: if I’m the only one, I also have to pay for the private road?!

I also found a mistake with you regarding the renovation costs of the water supply: those are not costs incurred in a new development.

I don’t know either, that’s why I’m asking if anyone here knows.

This is not about the development of an entire building area. It’s just a small village. It’s only about 2 plots of land, which are located directly on the village road. Development to round off the village. Road construction is not necessary.

Development usually includes the road, all supply lines and sewage inspection shaft, electricity, etc., plus street lighting, nature conservation contribution, etc. For our building plot, almost half of the price was really for the development.

What the OP lists are the production costs for the respective utilities. On top of that, a development contribution payment would still be required. You have to imagine it like this: All the houses around you have paid their share of development costs for road, sewer, lighting, etc. when they were built. But since your plot is not yet developed and the contribution has not yet been paid, you will have to pay this afterwards. For example, with us it was €88 per square meter of land.

There are still several tens of thousands of euros coming your way. I mean the multiple of the production costs. With a 1500 sqm plot, that will get really expensive.

Undeveloped plots are not bargains. More like surprise eggs, because you don’t know how high the development cost back payment will be.

From my point of view, these are not the development costs either, but the construction cost subsidies and connection fees. I am working on the same topic. Construction cost subsidies for water and wastewater alone can exceed €10,000. And that is with connections at the property boundary. For an undeveloped property, the actual development costs (depending on the regulations) are added. Some work is already covered under the construction cost subsidies. Some under the connection fees. For a developed property, the construction cost subsidies are still due (unless they have already been paid by the previous owner).
