Can you name the legal basis for this? I know that it is often explicitly included in the textual provisions of development plans. I am not aware of a general regulation, for example for §34 areas.

I think he means "general" not in the nationwide uniformly valid sense, but in the sense of a local statute that applies this provision without exceptions.
