Plans help immensely, but your financing advisor is probably not entirely wrong. For the evaluation, it is crucial whether the "Hinterland" can be built on or could possibly be classified as land expected to be developed. If not, one usually applies a deduction for the remaining area depending on the rough surrounding situation, e.g., from 800m² or 1000m² or depending on the buildable area (not identical with the building plot!).
However, the expectation among sellers is rather that everything should be calculated at the building land price.
But without plans ([Bebauungsplan], [Katasterkarte], [Bodenrichtwertkarte], etc.), it is hardly possible to assess.
