I am not aware of any debts that are not time-barred after 20 years. This applies at least to the first deduction. The second part is not yet due. But since the bank can no longer meet the condition for maturity, they are practically also time-barred. Layman's opinion!Have you sought legal advice? Stupid question: What assignment should the OP give to a third notary? The land charge is registered for a bank. This bank must issue a release approval – within the framework of the former purchase contract. Contact the notary who notarized the purchase back then. The purchase contract should have agreed on the discharge from encumbrances upon fulfillment of certain conditions (which you never fulfilled, however). He received money for that back then and should damn well take care of it.
P.S. The OP acted very naively, as he never took care of it. This will probably come back to bite him now. Perhaps we know the bank names and can help?
The bank was the Bayerische Vereinsbank, which merged with the Bayerische Hypotheken und Wechselbank to form HypoVereinsbank, then was taken over by Unicredit and later partly spun off into Hypo Real Estate and a bad bank.

The HypoVereinsbank still exists after all... Some department there should know what happened with old contracts. Even after 20 years.

As a supplement to the accusation that I was/am naive. It was my first apartment, I was young and many things were unknown to me, the notary, or the bank. The apartment was cheap, with the unpaid amount even cheaper, and there have been no problems so far. They only come up now during the sale. Another owner had to sue the developer's bank immediately back then because his bank wanted the first position in the land register. However, he paid the full purchase price, and it took time and cost money.

All I can say is § 197 (there are indeed some with a 30-year period). Regardless of that, shorter limitation periods can be suspended, etc.
