Parental allowance per se is not an exclusion criterion. However, you would then have to credibly demonstrate whether, when, and at what income level work will be resumed afterwards.

They accept the offer from the regional house bank because it is faster and they get something in writing there that the financing is secure. I don't believe that they will request anything further.

Much more annoying is that there are delays in submitting the building application due to the travel restrictions.

It certainly is, at least from my experience.

We also started financing inquiries in spring (Corona peak) and had to be very patient..., even with ING it took several weeks. Later in May/June we wanted to finalize everything with the local Volksbank and explicitly asked about processing times. They promised to complete everything within three weeks at the latest, although before Corona one week was usual. In the end, it took almost 11 (!) weeks! They did apologize several times for the delay along the way and at the end, but we almost stopped believing it. I wish you better luck and faster processing!
