The house on the parallel street has a garage in the basement, which is accessible from the back via our street and then through the garden. It is probably also rented out, but presumably not used for driving a car in and out there.

So theoretically, someone might still need to go through there.

We will first see what the [Ordnungsamt] says. After that, we will have another talk with the owner and tenant.

Such a mobile crane would only be there by the day/hour, unlike a fixed crane. That can surely be arranged with the garage users without involving the [Ordnungsamt].

Don't be mistaken. A road closure is mandatory as long as the equipment has even one leg on the street. And that involves a whole chain of approvals, signage, etc. Even in a dead-end street, we are building in one ourselves.

Depending on the municipality, the regulatory office may be more lenient or not. Ours is rather not.

I was also more like following the motto "no plaintiff, no judge" when we were building. The truck crane was there for half a day, the street was still easily passable, and as a side street, only the residents of the 8 houses on the street drive through anyway. But a single resident is enough. He reported it to the regulatory office. When I showed up there and explained the situation, I was met with incomprehension (what? on this street, hardly anyone drives, and they all have built before), but unfortunately, it had to be carried out now because it was reported. So a closure was applied for, signs were borrowed from the depot, and 40 euros were paid for the permit. If the people at the regulatory office thought differently, it could have gotten worse.

Our neighbor has offered us to use his driveway for the crane setup. For this, we still need a small temporary foundation on our property because the area in the driveway is not sufficient. Therefore, we no longer need any public spaces and can comply with all distances.

Is his driveway strong enough to support a crane? Normal bricks or concrete pavers don’t just hold a 30-ton crane so easily.

There are a few hammer-rights for/from the neighbor, but definitely none that allow or assume any massive damage to his property. Cutting down a tree so the neighbor can set up a crane, yeah right.
All the tradespeople involved with outdoor work told me the same thing: whoever builds last pays more. Simply because there’s no space left then. For us, the excavator came from the neighbor’s property. We stored our bricks for 2 weeks on the unsold neighboring plot. The last one always has to handle everything from their own property, including the massive earthworks and storage of materials, etc... and people have to be more careful not to break anything at the neighbor’s. It’s easy to accidentally back a loader into the neighbor’s carport...
If our neighbor starts, we’ll take pictures beforehand.
