Is it really about the tax deduction or purely about the approval?

I thought the same: those who ask a lot get the wrong answers.

If it’s not about the tax deduction (how much is it monthly?),
I would declare something upstairs as a study and list a hobby room downstairs.
What kind of internal partitions are ultimately created or not, and what the rooms are ultimately used for, no longer matters.

And what if there is a fire? What does the insurance say then? It's purely about approval. Writing it off is not so important.

Then you have probably dealt with lemons. Not all risks can be ruled out...

If you want it 100% correct, then move the room upstairs, get it approved, and set it up exactly as approved.

Which one? The life insurance or the building insurance? For the building and for household contents it should not matter. You only have to come through your mentioned and well-explained emergency exit . You are not supposed to sleep there nor let children sleep there, but only work.
