From a structural perspective, I would personally only build a full basement or no basement at all (= slab on grade over the entire area). With today's technologies, you no longer need huge technical rooms. Four by three meters are more than enough, possibly as an annex on the north wall with a small roof, as an extension.
With a partial basement, overlaps can bend and cracks can form, as there is always an offset/disturbance from a structural standpoint. If you excavate the partial basement and do not properly compact the gravel layers all around, the material will settle.
Personally, I would not build a basement at all anymore. Throw everything away and store nothing anymore. The days of hoarding mess are over – in the future, you will have to pay about 5 euros per kilogram of waste – so get rid of everything that can be discarded.
For tools, a 3 x 4 meter room is sufficient. In old age, you won't need many tools anymore anyway.
I will dispose of cars anyway in retirement because they are totally useless – similarly, repairs will no longer be necessary. Better to travel by train and bus – Europe-wide!
