All correct. That's how I imagine it. First: The plot is elevated in the area of the slab (by the civil engineer). Then: The slab including foundations and frost skirts is poured by Weberhaus, with MSH. Finally, the utility provider comes and digs the shafts towards the street and connects everything.

Can anyone make sense of this? Is such a clause common? Apparently, the soil isn’t that bad after all. And even if this wording were not present, wouldn't the construction ground risk still be entirely with the buyer?

Yes, I believe it is standard or common.

The city simply can’t know what might be "buried" on your property and what requirements you ultimately have for building the house.
So it is not liable for any additional costs that may arise if you encounter peat layers, skeletons, Roman ruins, or anything else during the earthworks...

The soil survey was also a much too low estimated item for me. I definitely called about ten geologists within a 100km radius. On average, 2000 EUR net was quoted. Additionally, sometimes with a waiting time of up to 4 months.
