Just went through that myself. The offers were between €35-50/m of pipe including 100% insulation (cold water 50% in the living area). Sewage was €20-30/m (including wall drilling, excluding chipping work in the old screed/floor slab).

Circulation pipe needed? Probably not for you.

Underfloor heating in renovation varies widely from €20-150/m2 (serpentines laid on construction-applied Wediplates up to capillary thin-layer systems with very expensive 1.5 cm screed).

That's just how it is with existing properties. Everything is more expensive.

I have no companies working on my construction site; I do most of it myself, except for electrical and plumbing, which acquaintances are doing. I just wanted a general assessment of whether the price could be right, because I do find it somewhat a lot for so little pipe.
