Yes, L1 and L2 have been commissioned. I would have thought that at least rough estimates for 200 and 700 could be made.
Didn’t you ask your architect about the scope of the service phases "before" commissioning? Did you make your wishes clear to him?

Cost group 700 deals with the topic of ancillary construction costs. If you have commissioned your architect "only" for the preliminary design – and he "only" takes into account the relevant cost groups – he will hardly be required to inform you in writing about expected ancillary construction costs. Whether this is morally appropriate is a completely different matter.
