Hello,
You shouldn’t overestimate Wiki; the contributions there are rarely – if at all – checked for accuracy. It is mostly a lexicon of half-truths.
Cost estimation is what the name suggests. The architect will estimate his design based on available average values of trades and will roughly also name the ancillary building costs for you; usually they calculate a flat rate of 10-15% of the construction sum.
Since you have read up, I may assume that you know what to make of such a cost estimation; it only becomes more concrete with the later service phases and thus with the receipt of the tender documents. If you are uncertain about this point, I recommend you browse on the HBF. This topic has been discussed to death...

I understand your last sentence to mean that by definition only 300 and 400 belong there. Wikipedia says: Cost groups are divided into 7 points: cost estimation
