I would like to intervene here: Can't a builder assume that the data lines are always patched if this is stated in the offer as with the OP? What other sense would that make? The electrical consumption points are also properly connected and secured in the control cabinet, which is also not explicitly mentioned in the offer.

I think if it's not stated in the offer, it should simply be discussed and clarified. As a rule, it is included, but I have also heard or seen a few times that the installation cables just end up plain and simple in the utility room. Even if the offer states patch panel, there are still many unknowns. Does the electrician simply screw a basic patch panel to the wall or does he use one for a 10" or 19" rack? LSA or keystones? Personally, I would only use keystones in the patch panel because you can rearrange the cables in the patch panel afterwards. In a renovation, you just clip out the keystone modules and don’t have to deal with a bulky patch panel.
