Convert a single-family house into a two-family house?

Good day,
we have found an existing property that we are interested in.
It is a large single-family house.
We would like to purchase it and convert the upper floor for my wife's parents.
The house has a front door. The staircase to the upper floor and the basement are not at the front door but next to the kitchen. In other words, you would have to go either through the basement or through our kitchen to get to the upper floor.
For us, this would not be a problem. But is it legally and insurance-wise possible?

What do you mean, it wouldn’t be a problem for you? We are talking about a permanent situation that is a) not exactly comfortable for seniors nor b) suitable for families on a daily basis.
What about visitors of the parents who have to trudge through your kitchen during a cozy family evening?

.. But Yvonne addresses the only thing she can actually answer. Whether that is legally permitted in terms of building regulations ... we do not know the development plan.

Then take this as a suggestion to work on the skillfulness of your questioning. For example, an illustration of the situation could be enormously helpful and also significantly increase the circle of respondents. A note right away: even poor screenshots of original floor plans are billions of times better suited than scale-distorted and essential-omitting proofs of lacking graphic talent.

From a building law perspective, the upper floor would not be a separate residential unit and thus not even permitted as a granny flat. If your question was in this direction. It would remain one residential unit.
