Construction site: high noise level and flood area

Doubts are justified. The noise is hazardous to health, even if you can get used to it on the terrace. Flood protection and insurance are expensive, and the hassle in case of an emergency is more than annoying. I would keep looking.

Thanks for the answers. Regarding point 2, the last sentence, I share the same opinion. And I’ll put it this way, the comments have confirmed to me that I should rather keep looking :D. I’m more concerned about why the municipality is planning such a new development area.

Because the land is there and is now to be sold with plots, and there are certainly people who do not think about such things in advance like you do. :)

The demand is probably high and there is nothing better available for the municipality. Near us, there were also building plots, of 4 one was extremely hq. Additionally, in the entire area, seam rock (?) was suspected. 2 of the plots were sold by highest bid. Then a plot was sold privately here. Actually idyllically located, but so unfortunate that you can really hear the highway extremely. Someone must have bought it. Nearby (same noise level) someone said to sell by highest bid. That will probably go as well.

Because presumably no other areas are available and there are enough people who either don't mind or convince themselves that the noise is not a big deal. Nearby there is a new development area that lies almost directly on a busy federal road. There is no noise barrier, no embankment, nothing. When it rains, you feel like the vehicles are driving over your terrace... all the building plots were snapped up in no time. In many towns it has long been the case: either that - or nothing at all.
