Construction performance description net price

what exactly does it mean when only the net price is stated in the construction service description:

Example:
For the execution of the front door it is agreed:
1 piece front door price assumption 2300.00 €/net

How expensive can my front door now be:
2300€ or 2300€+VAT?

And who bears the VAT costs?

If the prices are shown as net, it is okay as far as I know. If you only get a number without any indication of gross or net, as a private person you should always assume gross.
