I could rather imagine that she might be hoping to raise the price in a few years? Or she doesn't actually want to sell? If you basically pay the capital gains tax for her, she has zero loss if she sells it to you now, so I don't understand why she is otherwise being so uncooperative.

Wrong! It is not about a purchase contract, but about a notarial purchase offer. This is legally harmless and no speculation tax is incurred (provided the 10 years are observed at the actual purchase or the acceptance of the offer).
