Construction of lines on the property - experiences?

Do the pipes have to be routed out through the utility room, or is another location also possible?

What advantage does the conduit provide? It is important to the network operators that they always have access to the cables without any problems, for inspection, repair, replacement, etc. In this case, they would have to break open the interlocking pavement, which would be acceptable (but then at my expense), therefore an overbuilding with a carport/interlocking pavement would also be possible, as ypg has already pointed out, but it is not appreciated because the network operators probably do not like to argue with the owners.
