Connections are not in place yet? Then just have the media laid in a possibly common conduit. This should also satisfy the network operators.
What advantage does the conduit provide? It is important to the network operators that they always have access to the cables without any problems, for inspection, repair, replacement, etc. In this case, they would have to break open the interlocking pavement, which would be acceptable (but then at my expense), therefore an overbuilding with a carport/interlocking pavement would also be possible, as ypg has already pointed out, but it is not appreciated because the network operators probably do not like to argue with the owners.
