I might not necessarily set a foundation for the carport, but rather pave the ground. This can be more easily torn up (and relaid) in case of need than if parts of a foundation have to be removed. Then I don't see a bigger problem, because in most plots of land, cables are likely to have been paved over.

Foundation slabs are, to my knowledge, superstructures – so not allowed.
