Construction financing and contract with the developer

We received a "non-binding total cost estimate" in advance from all requested GUs, which we took to the bank.

That is all to be done by the construction company or their contractors. We basically do nothing anymore except laying the floor. We have received a bill of quantities in which everything that needs to be done is listed, and that is the basis of the contract.

That is an absolutely fraudulent scheme in my eyes. You should never advance so far in payment. I would always only pay for what is completed.

This is a prefabricated house. I thought, since the windows etc. are already installed and walls including electrical work, that it would be okay. What would be appropriate then? Is there anything where one can look up what is usual and what common pitfalls are?
