Concrete under downspout of roof gutters

What else is the roofer supposed to do? The drainage and also the location on the house are predetermined. The roofer certainly did not pour the concrete. But the person responsible is taking care of it, as stated above ...

The rough builder had already made the preparations for the drainage (laying KG pipes, setting the inspection shaft, etc.) at my place. Also, nowhere at my place does a clump of concrete extend beyond the floor slab :)
