Combine cistern and rainwater inspection shaft?

according to the development plan, a cistern must be built on the property. Disposal is carried out via a separation system.

So you need 2 shafts and a cistern. Is it technically possible to combine the rainwater inspection shaft and the cistern into one structure and save something this way, or can I skip calling the administration?
