Economically, a cistern is rather not profitable. I myself have a cistern of 10 m³ and two containers of 1 m³ each (bed about 70 m²) but only because I work in construction and got it for free. Nice thing to have if it's there, but building one specifically, I cannot recommend from a business perspective.
Are you really talking about wastewater charges at 2,xx €/m³? Well, I have moved around Germany quite often, but everywhere the wastewater charges were around 4,xx nowadays rather 5,xx €. Nevertheless, we will not build a cistern but a garden water meter and thus only pay for the fresh water.
In our area, the sewer usage fees for wastewater are 1.62 € per cubic meter.
