Civil engineer contradicts structural engineer

If they exchange ideas and agree on a procedure, the thing is uncovered and the soil expert then approves the pit in writing, then you are legally protected as far as possible. Just sitting together does nothing, that's correct, as everyone could point fingers at each other again. Someone has to take the blame, and that only works if the person has accepted it on the construction site; otherwise, they can always talk their way out.

Alternative approach: commission a new soil expert with the new information and then see how to proceed. Simply dig as the civil engineer suggests - never ever.

The problem here is only that the soil expert will not approve the "hole." As already said, NOBODY wants to take responsibility for anything. The only reasonable solution now (and probably the cheapest) is soil replacement according to the structural engineer's recommendation. Put less money now into any calculations and stuff, but rather spend the money on replacing the soil. Instead of €2000 for new calculations, better pay €2000 for the fill on top. And that’s it. It costs the same and you do more than necessary. In my opinion, a recalculation is nonsense and very likely won't make things cheaper. What kind of requirements are involved with the fill?

You are really extremely pessimistic. As I have already written above, this was done the same way by the soil expert in our case and he gave us written approval. In our case, it was about a steeper slope than what was previously approved in the municipal soil report. A laboratory test was carried out and this approval was done together with both site managers and the civil engineer. If the stability had not been sufficient, we would have had to do a support structure. Additionally, it was decided whether the soil (due to the hillside location) at the front of the slope was already load-bearing enough or if a soil replacement needed to be performed. So it is nonsense that no one ever does this and that everyone always wants to shirk responsibility. Talking to the people usually brings the best solutions.

Good, if he signs it, the hole is definitely too big and deep :) (so there's serious security in it) at least there will never be trouble again.
