City villa with 2 residential units, problems with the development plan

Converting my mother’s house doesn’t make sense. It’s too old..... The costs would be unrealistic.....
My wife and I don’t necessarily have to move either. We own a semi-detached house. We live in one half ourselves, and the other half is well rented out.....
The point is that my mother could really need help in the short or medium term..... For us, it would be appealing to live on one level. Our half of the house has 3 levels. That works well because we are still young. But who knows what will come. My wife has already had a slipped disc (at 30!).....
But thanks for the idea.... It’s helpful to hear other people’s opinions.
I agree with you about the 4 parking spaces. But I see that with our semi-detached house. There are also 4 parking spaces in front of the house. We have 2 cars and our tenants have 1 large car.... But all of them being there at the same time happens very rarely. During the day, anyway not, because everyone is working.
Besides, the parking spaces are on the property. That doesn’t bother anyone......
We will contact our preferred construction company next week. Let’s see what they think about it......

Of course, it is regulated that one parking space per dwelling unit must be present on the property. And I have to disagree with you: Of course, it can be perceived as disturbing if someone parks their entire yard full of cars (if it were not regulated). My parents live in a rural area, properties of about 1000/1500 [sqm]. I don’t think there is a development plan. A few years ago, they built 4 semi-detached houses on very tight terrain across the street. One behind the other and staggered. So 8 units. In the front area, parking spaces were created in a very tight space. One semi-detached house has even nailed a carport on the left side facing the street. The parking spaces extend up to the front door of the foremost house. Additionally, on weekends, some transporters which the residents are allowed to take home (company vehicles) stand on the roadside (street without sidewalk). That is not a pleasant sight, believe me!
