Circulation pump & circulation line not installed

I see a defect with the pipe lengths and the times that MUST be fixed, as it can have serious health impacts (a lot of standing water in pipes that are too long = breeding ground for whatever). However, I do not know the legal practice and rulings. As a tenant, you would probably get a 5-10% rent reduction approved. I am familiar with rulings on that.

We had, to be honest, turned off our circulation pump in the previous townhouse because we had the impression that it consumed a lot of electricity through the regular "pumping-through-the-house." Our townhouse had 3 floors (there was also a bathroom at the very top) with 130 sqm. We lived quite well with it. So I would first try with that condition.

I see a planning deficiency with 25 necessary meters from the generator to the extraction point, or you have a very large house, or it was only possible to place the heat pump or another boiler in an unfavorable location. If circulation is agreed upon, it must also be provided. Nevertheless: I consider legionella in a private household to be a non-existent problem; taps are turned too often. Just let it run once after vacation. And one advantage of the matter is: circulation, especially with long pipes, is a perfect energy waster.

Me neither, EXCEPT if you do it the way does. If a circulation system is installed, it must run daily, otherwise the water can stand at room temperature for weeks. That is rather not so good.

We regularly took water... nothing stood around for long.

Thank you for your assessments.

I am just really annoyed because the additional effort for the installation would have been so minimal at the time of the rough installations and now it is missing due to sloppiness. They install a ventilation system, KNX etc., but are not able to deliver hot water to the faucet in an adequate time. Yes, it is probably just a matter of comfort overall. But it was ordered...
