4 cm are enough for spotlights. It is not really worth paying a high extra charge just for that. Alternative see Alex85 post.

That's all a matter of taste.

I find a 3-meter ceiling too high.
It then looks like a mansion.
Here I would always plan a gallery or open up to the ridge if possible, this creates a loft character...

3 meters would be too high for me as well. I think 2.60/2.70 is still okay. We personally tend towards 2.60. Now we have 2.50 and actually find that high enough (although you can clearly notice the difference in "spatial feel" compared to a neighboring house, which "only" has 2.40). Everyone to their own taste. I think the overall room size should be harmonious: seen in this way, the absolute room height is only one of the factors.

At 3m meters the windows and doors are hopefully adjusted, otherwise it looks stupid.

We have 2.65 finished on the ground floor and 2.50 on the upper floor

Basement with [Einliegerwohnung] also 2.50

I was at a model park again the other day to take measurements. It all has its charm but also not really. Oh, difficult
