Can I build 2 full floors with the development plan?

Two full floors in the layman’s sense (= without sloping roofs) you will never manage, even with point 6. 4m wall height (point 5) is only enough for two floors plus mezzanine for dwarfs. What you might be able to manage, under certain circumstances, is a full floor in the legal sense, which exceeds 2.30m in more than 2/3 of the floor area.

Conceivable are generous roof structures such as dormers. Does the development plan say anything about this?

no, it doesn’t say anything there. Dormers are allowed. Yes okay, so the classic second full floor I can’t manage there, even if it is stated there under that point.

You simply cannot create a "full floor" without sloping ceilings, however, a full floor according to the definition of a full floor might be feasible. I believe it still depends on the state, but a floor is considered a full floor if it has a clear height of at least 2.30 m over 2/3 or 3/4 of the area of the floor below.
