Can I build 2 full floors with the development plan?

You simply can't have a "full floor" without pitched roofs; however, a full floor in the sense of the definition of a full floor might be feasible. I believe it still depends on the state, but a floor is considered a full floor if at least 2/3 or 3/4 of the area of the floor below has a clear height of at least 2.30m.

Ah okay, that means I would have to move the upper floor further inward to achieve that. Can I manage that with the roof though, since it says 30°. Could someone send me an example picture showing what would be possible?

A storey counts as a full storey if more than 2/3 of the area is above 2.30m. This means that you can also fall under this definition with sloping roofs in the upper floor, especially in larger houses with a high knee wall. Point 6 in the development plan refers to such houses. The question is, why do you absolutely want two full storeys?

A recessed storey is made so that you do not get a full storey according to the 2/3 definition. Here, a recessed storey would certainly be counterproductive, as to my knowledge the eaves height of the upper floor counts here, recessed or not.
