Buying a building plot - guidelines on how big the building should be?

Good day.

I wanted to inquire about something: next to our house there is a building plot that is densely overgrown (forest) and is for sale. But there is a building obligation on it. That means I have to build a residential house on it.

But how big is a residential house?
I wanted to build a garage on it.

Who controls this afterwards?
Is there any way to avoid it?

PS: the building plot has been EMPTY for over 30 years, we even keep it clean.

best ask the responsible building authority. As far as I know, one garage is enough. But authorities are not the same everywhere...
