What does broken mean? Broken tiles or similar? In the end, it's all the same. Fibers in the air are the problem. Problem (not outdoors!!!). If the roof - in any way - breaks, it does not necessarily mean that hundreds of thousands of microfibers are in the air. And then all come to you at the same time.
Asbestos becomes a problem when it is asbestos dust. Bound, whether in whole or broken corrugated roofs, the stuff is harmless. To my knowledge, you can even eat asbestos fibers without it causing any serious detectable health damage (there was once a study on this, and the 100% proof that eating asbestos is dangerous was not provided).
