It's not only people with economic self-interest, but also a defensive risk culture. Neither in authorities nor in politics does anyone ultimately want to be accused of not having done enough. That you might overlook bigger risks in the process doesn't matter. Because those are not politicized.

Please do not downplay asbestos and how to handle it. In the example of the OP, everything is relaxed. However, those who have dealt with it professionally have often encountered problems.

No matter where on this earth you are, asbestos fibers can be detected in the air. I wouldn’t worry about a roof nearby because of that. You wouldn’t believe how much invisible asbestos, PCB, dioxins, formaldehyde, etc. are still circulating in older materials. The latter is still very widespread today, just in lower concentrations. Activate a formaldehyde test strip from Draeger next to your sofa. You’ll want to throw the good piece out the window afterward ;-)

Where do you start, where do you stop?

Sooner or later, these roofs will be renovated as well and you won’t have to worry anymore.

We coordinated our demolition (prefabricated house from the 70s) with the neighbors and the environmental agency. Everything went smoothly, no one was harmed, and everyone is happy.

But that is exactly the crucial point that is always forgotten. People - like the OP - are driven completely crazy because of asbestos. If I compare that to the energy with which smoking in restaurants (and even more so in beer tents!) was defended...

Wow, so many answers, thank you very much!! That reassures me a bit. Does it still look just as harmless if the asbestos roof is really damaged, i.e. damaged due to age or other effects? Happy Saturday :)
