Are roof tiles raised near the roof window - is that normal?

The roofer at most hit the 5cm by chance. In such photos, I always find it difficult to judge distances, but I think the slanting line speaks for itself. Shouldn't such a verge flashing actually stand over the tile? And since the roofer did such a super clean job... where does this flashing actually drain to?

I just checked quickly, my neighbor has the same tiles on the roof and they are indeed staggered. I would have the roof as a whole inspected again by a professional and then initiate further (necessary) steps. Our roof was reworked several times. The solar installer said afterwards that they have rarely seen such good roofs, so from my perspective, the "nerves" were worth it.
