Are mortgages freely usable?

Thank you again for all your answers. The matter with the land charge worked out as I wanted, so with free disposal.

Now I have the next question .......

I took out the land charge for 60% of the value of the house. Most of the money borrowed went into the house.
Can I now increase the mortgage directly or take out a second smaller one? So far, nearly 60,000 euros have been invested. The value of the house was previously 200,000 €. Is the house worth more now because of the renovations? Can I now increase the land charge or take out a second smaller land charge because of this?

Something went wrong with the planning? Since you will not find a bank that takes a second lien, you are tied to your current bank. Ask them; there is only yes or no.

The consideration regarding the value is wrong, because not every euro that the renovation costs you also leads to an increase in value to the same extent. Your new house value would now be the old value plus value increase minus loan. If there are no significant personal contributions involved, then the result will be lower than the unencumbered property.

You have to ask your bank whether you can increase it. The house is probably now worth a little more on the market than before. Whether the lending value at the bank has changed due to your measures is rather doubtful.
