Application for construction site access denied

I have the following problem:
We are planning to build soon – the building application is currently in the final phase of processing.
Regarding the construction site access, I have spoken twice with the responsible persons and according to their verbal information, there seemed to be no problem in establishing a construction site access.

Now today I was surprised by the rejection:
The reason given is that the street was completely renewed 2 years ago and the construction company was obliged to guarantee the sidewalk and street until 2027. "Therefore, the city cannot grant permission for the creation of access roads."

With oral promises that are worthless, yes. However, I would file an objection, since it cannot be that you cannot build on your property now because of a warranty contract. I also wouldn’t know it any other way that you are responsible for the repairs anyway if something gets damaged. Tricky, tricky.

How do you even get onto the property? And electricity/water etc. also somehow have to get onto the property?

The plot was separated from a larger property and sold privately. Electricity will likely be installed in the coming weeks using trenchless cable laying (the city was recently on site here) and wastewater/water then in the usual way. The street and sidewalk were redone 2 years ago and unfortunately, that is the biggest problem for the city!

I briefly spoke with a person from the city yesterday: I should talk to the company that renovated the street back then - the city is not responsible for it.
