Alternative to storage ovens, replacement storage ovens

Hello dear forum members,

we are currently considering whether to take a look at an existing property, which, however, has a major drawback: The heating is done via electricity using storage heaters. The energy certificate states an energy efficiency class B for a living area of 160 m² with a consumption of 66.2 kWh/(m²a). The building year is 1980, and the roof was insulated in 2009. The storage heaters date from 2005.

We are now wondering how the storage heaters could be replaced in the most sensible way. So far, I have been told that infrared heating is an alternative, but is it actually more efficient? What alternatives are there without, for example, having to replace the entire floor including screed? Or if there are none, what approximate costs should be calculated for two floors covering 160 m²?

Ceiling heating is very uncomfortable in an uninsulated existing building: warm head, cold feet.
Also, the consumption of 66.2 kWh/m²a is probably based on consumption and there was no heating...
New floor or installing radiators is basically the only option, possibly also wall heating.

Yes, the energy certificate is based on consumption. There is a wood-burning stove in the living room, it may have been used heavily. Does the wall heating have disadvantages compared to underfloor heating?

I have been renting for about 2 years with night storage heaters. Those things are power guzzlers without end. You can forget about infrared heating. We are lucky to have a wood stove in the living room. I am really happy when we are done building our house. If you want to buy the property, I can only recommend switching the heating technology.

You cannot answer this categorically and it depends on the boundary conditions.
For example:
1) You want a beautiful plank floor, solid wood, thick boards. Then underfloor heating is suboptimal and wall heating more efficient.
2) There are tiles everywhere and you have wall heating, then the floor is always unpleasantly cold and you should always wear slippers.
3) The walls are very convoluted, possibly paneled, then the effort to install wall heating is very high.
4) In old buildings the room height is low, then you do not lose height with wall heating.
5) etc. etc...

Okay, you are referring to the local conditions. But aside from that, technically speaking, is this an equivalent system?
