why not?
you pay 100%, so you want to get 100%. because they do 80% of the work in 20% of the time (the so-called 80:20 rule). therefore, you only spend 80% to get it perfect. if you only get 90%, you should only pay 60%... (20% for the first 80% and 40% for the next 10%)...
in this case with the toilet height, the matter is pretty much settled. something like that should have been reported much earlier. it will probably be difficult now... the effort/cost is simply too high for a company to just approve it quickly.
