if you want to take over the whole thing, then the size and location of the property really have to be very important to you. basically, you are buying a property here with a house without a defined condition. the property is already quite huge for this price range. large properties outside urban areas are also given away. with the saved 300,000€ you can commute a few kilometers longer for quite a long time :)
the building permit is definitely expired, a new application may possibly result in significant changes to things already completed (e.g. windows, roof insulation) ?!
because everything has been standing there for 14 years, nobody really knows what's behind the already closed systems. it probably won't be easy to tender individual trades and then get them done. (-> architect? )
the wiring inside the house, unlike outside, is not particularly protected against moisture/wetness. however, copper is resistant to rust (after the surface patina). the wiring is less of an issue, you can possibly replace it yourself quite well since all preparations (chases) have already been done. the electrician is not a problem cost-wise in terms of the trades anyway.
