Good morning, My husband and I are considering purchasing a property. We have now found a property which, in terms of size, room layout, architecture, finishing level, ... would absolutely be our dream house. Now here is the catch: it is a shell construction, which was built in 2002. It has a roof and wooden windows (ground floor and upper floor), but in the basement no windows were installed -> meaning the basement is open and has been flooded several times during rain. During the viewing, there were also one or two damp spots. The masonry has, of course, not yet been plastered and has been in this raw state since 2002. Some electrical wiring has already been installed (I had read that these can absorb moisture in a shell construction after a certain period of time – is that correct?). Some sanitary lines have also been laid, including the pre-wall elements. However, there are no sanitary fixtures for the pre-wall elements yet; these would also need to be procured. What do you think? Would you buy the building and complete it? Or would you rather stay away from it?

That's always a question of the price ;)
Why has the house been empty since 2002? Is the building permit still valid? Energy saving ordinance? What does an expert say?...

Go through the shell construction with an expert; only he can give a purchase recommendation or advise against it.

Here in the forum, no one can help you with this because none of us can assess the condition of the shell construction.

So the owner has imagined a price of around €480,000 with 2400 m² of land. (according to the broker, building land would be according to the standard land value at €165/m²)

The construction site was stopped according to the broker because the owners separated and afterwards could not agree on who would continue building or move in. and now it is supposed to be sold.

How long is a building permit valid?
Energy saving regulation in terms of documentation, since the insulation is not yet installed
An expert has not been in the house so far.
It was more about the basic question of whether it makes sense to continue building a shell after such a long time and the influences of the environment or not.
Since a building expert is also an investment, which I only make if the whole thing has any prospect of success at all.

Can really everything be classified as building land because it can also be built on? As a rule of thumb, 800 sqm is considered building land for a detached single-family house and the rest is valued as hinterland/garden land. The rest then at 10-30% of the building land price.

In Bavaria - I believe - four years.

If you now need a new building permit, you probably have to build according to the current Energy Saving Ordinance. That costs money today. It will probably also be insulated differently than originally planned. Recalculation, etc.

Basically: yes and no - only an expert can answer that for you. And no, you have to take the money in hand first before finding out whether the project has a chance of success.

The advantage seems to be that much is still "open". You will probably have to invest another 150 to 200 TEUR; then you will be in a range that likely allows more alternatives elsewhere. Would the plot be divisible?
