I find it quite strange that XPS is dowelled in the perimeter area. Especially since the waterproofness of a waterproof concrete basement depends on the material thickness and this is weakened at the drilling points.
But when even the expert speaks against breathable walls against earth, things will probably get pretty funny there.
In the meantime, I have much worse problems....see my other thread....

It was done this way throughout our entire construction area, regardless of the shell construction company, also for the basements as white tanks. All basement insulation boards were doweled. Therefore, I cannot imagine that this method contradicts any standard.
