That would certainly be better, but it would have been even better not to make such noise during the quiet hours. And to put fences and hedges on one's own property, where they belong…

You’re exaggerating.

In my opinion, your perception that "giving notice" is the first stage of escalation is wrong. Before that, people go through other things like "well, it bothers me, but it’s probably just once" to "he’s making noise again, so I’ll just go back inside and read over there" to "next time I’ll say something" or "that pain in the ass next door again" (at the latest here it’s resentment, which you don’t get told about).

Two examples:

I only have a small lawn in the front yard and mowed behind the house yesterday. Mowing the front would have taken maybe 10 minutes. But the neighbors next door were sitting on the terrace and started to grill. It was around 6 p.m., so mowing would have been allowed, and it doesn’t take long. But do you want a lawnmower interrupting a barbecue with the family on the first sunny day? No, so I let it go and will mow the area on Monday instead. Although I think they wouldn’t have said anything if I’d started the mower for 10 minutes, even if it had bothered them. (“Why exactly now? Well, it’ll probably be over soon.”).

Conversely, we have a new neighbor across the street who is often at the house renovating it, who constantly parks in front of our driveway, even though there are no driveways 5 meters to the left or right that he would be blocking. We can still get onto the driveway, but maybe with some maneuvering. It’s annoying because it’s unnecessary since there’s plenty of parking space everywhere. I’ve been observing this for a while, but I didn’t want to go over there just to complain. We don’t even know each other yet; maybe I’ll mention it if we happen to run into each other.

Difficult topic.
Behind our new development area, another one was added. Of course, there is construction noise there. But there are also those ongoing construction sites where it feels like nothing is happening. And when something does happen, they always work until late at night / on Sundays because some craftsman showed up and needs some preliminary work...

So a new neighbor, who mainly worked in the evenings from 6:00 p.m. and on Sundays... thought he could also lay and compact the entire driveway on Easter Monday.
We still accepted the laying and grinding of the slabs.
But when he started compacting the driveway around 12:30 p.m., I had to intervene.
Our then 1-year-old child couldn’t sleep and just kept crying... no wonder with the noise...

He was quite surprised that this bothered us?
Of course, at noon, on a holiday...
When I asked why he hadn’t done it on Saturday, when he was lying in a deck chair playing with his phone, he was quite embarrassed...

What can you say?
In the end, we still get along well, especially since we said it nicely...

But apparently there is a different perception of noise...

Today is Sunday. Today is the most beautiful spring weather. Everyone, including us, is doing something in the garden. No one, not even us, has machines running. So I really find that okay. Karsten

I painted the balcony facing the street with sealing slurry for the second time today; however, only after the children were at the communion in the church.

The loudest part of it was mixing the sealing slurry with the cordless drill.

Here too. And if it weren't for the motorcyclists, it would be truly idyllic. (The wind was unfavorable; the road is not that close, yet I am always surprised that something so loud is even allowed.)
